Capacity building (or capacity development) is the process by which individuals and organizations obtain, improve, and retain the skills, knowledge, tools, equipment, and other resources needed to do their jobs competently. It allows individuals and organizations to perform at a greater capacity (larger scale, larger audience, larger impact, etc). A means of enhancing their human capital index (HDI), adding value to socioeconomic base and increasing human and organizational productivity, strengthening institutional and legal framework for citizens capacities, nations of the world backed up by bilateral funding agencies, non-governmental organizations (NGO’s), development agencies like the United Nations family, the African Union, the European Commission and others spend millions of dollars in capacity building initiatives to reposition societies for an enhanced sustainable development.

There are different types of Human Capacity Building efforts depending on the coastal actors or target populations, namely: Education, Training, Professional Development and Public Awareness. It involves training and retraining of cadre of new coastal professionals in the concept, skills, knowledge and attitude needed. And to re-orientate existing coastal professional.
